The Conflict of Interest Code for Members of the House of Commons does not prohibit Members who are not ministers or parliamentary secretaries from engaging in outside activities as long as they are able to fulfill their obligations under it.
Members who are ministers are parliamentary secretaries are also subject to the Conflict of Interest Act as reporting public office holders. The Act prohibits reporting public office holders from engaging in outside employment and a number of other activities.
