What don't we investigate?

​​​The Office of the Conflict of Interest and Ethics Commissioner does not investigate matters that fall outside the Commissioner’s jurisdiction, as explained below. 

We do not investigate individuals who are not subject to the Conflict of Interest Act or​​ the Conflict of Interest Code for Members of the House of Commons.

These regimes do not apply to:

  • Most federal public servants

  • Most employees of Crown corporations

  • The staff of Members of the House of Commons

  • Political parties

  • Provincial officials

  • Municipal officials

  • Private sector organizations.

The Commissioner’s mandate does not cover all manner of ethical concerns, only those that deal specifically with possible conflicts of interest within the meaning of the Act and the Code.

We do not investigate the following:

  • Any dealings an individual may have with a Member of the House of Commons

  • Any dealings an individual may have with a federal department or organization

  • Matters involving civil or criminal legal issues

  • Matters of government policy.
