    The Conflict of Interest and Ethics Commissioner and I have agreed that a conflict of interest screen is an appropriate measure aimed at preventing any opportunity to further the private interests of my brother, Mr. Jean-Sébastien Joly, Intelcom Courrier Canada Inc., Dragonfly Shipping, or Amazon while I exercise my duties and functions as Minister of Industry and Minister responsible for Canada Economic Development for Quebec Regions.

    Accordingly, I have agreed to recuse myself from any discussion, decision, debate or vote in relation to my brother, Intelcom Courrier Canada Inc., Dragonfly Shipping, or Amazon. I understand that recusal means I must remove myself from the room, physically or virtually as the case may be. I also agree not to have any communication with government officials in relation to any matter or decision-making processes which I or the screen administrators know or reasonably should know to affect my brother’s private interests.

    This screen is co-administered by the Deputy Minister of Innovation, Science and Economic Development Canada and my Chief of Staff to ensure that I am neither made aware of nor a participant in any discussions or decision-making processes pertaining to the private interests of my brother or of his companies, unless the interest in the decision or matter is one of general application.     Circumstances: On July 16, 2017, I was travelling to the Îles-de-la-Madeleine as part of my official duties and responsibilities and was accompanied by Ms. Soraya Martinez, Senior Advisor in my office. Following a flight error, an alternative flight leaving Charlottetown was made available to us and so we travelled on the private aircraft of Atelier Hangar Inc. We accepted this flight aboard a private aircraft due to exceptional circumstances and it was acceptable under the Act. Two invoices for the travel were submitted by Atelier Hangar Inc. and paid for individually by Soraya Martinez and myself. Following the payment, the initial flight company reimbursed Soraya Martinez and myself for the additional costs of transport to the Îles-de-la-Madeleine.

Conflict of interest screens are preventive compliance measures, agreed upon pursuant to section 29 of the Conflict of Interest Act (Act) by a public office holder and the Conflict of Interest and Ethics Commissioner, to assist the public office holders in avoiding conflicts of interest. Screens also seek to minimize the possibility of conflicts arising between the public duties of the public office holder and their private interests or those of their relatives and friends.
The Conflict of Interest and Ethics Commissioner and I have agreed that a conflict of interest screen is an appropriate measure to prevent any opportunity while exercising my official powers, duties and functions to further the private interests of my brother, Mr. Jean-Sébastien Joly, President and CEO as well as owner of Intelcom Courrier Canada Inc., by giving preferential treatment to his company that may have future dealings with the Government of Canada.
This screen is administered by the Deputy Minister of Foreign Affairs and my Chief of Staff to ensure that I am neither made aware of nor a participant in any discussions or decision-making processes pertaining to the private interests of my brother and/or his company, unless the interest in the decision or matter is one of general application.
The Prime Minister of Canada, the Clerk of the Privy Council and Secretary to Cabinet, the Parliamentary Secretaries to the Minister of Foreign Affairs as well as the members of my ministerial staff have been informed in writing of this conflict of interest screen.
I have undertaken to inform the Conflict of Interest and Ethics Commissioner of any additional matters I am made aware of in the future that should form part of the subject matter of this voluntary conflict of interest screen.
In the event that any relevant matter is not caught by the screen and comes before me, I am required under section 21 of the Conflict of Interest Act to recuse myself from that issue or matter and inform the Conflict of Interest and Ethics Commissioner.

Meeting with senior representatives of the National Guard of Ukraine, briefing on operations, observing training and discussions with Canadian and Ukrainian military members.
I was accompanied by Chantal Gagnon, Deputy Chief of Staff, and Tania Belisle-Leclerc, Director of Policy.
